Rowan’s Law Training

In honour of Rowan Stringer, the 17-year-old rugby player whose death resulted from sustaining multiple concussions, the Ontario Government has enacted Rowan’s Law (Concussion Safety), 2018, S.O. 2018, c. 1 (Ontario Regulation 161/19).


The Act mandates all sport organizations (including Ontario Hockey Federation) to establish the following:

1.    An annual review of concussion awareness resources that help prevent, identify and manage concussions, which athletes, coaches, educators and parents would be required to review before registering into a sport; 
2.    A Concussion Code of Conduct that would set out rules of behaviour to minimize concussions while playing a sport; and 
3.    Removal from sport and return to sport protocols, to ensure that an athlete is immediately removed from the sport if they are suspected of having sustained a concussion and giving them the time required to heal properly. 

The new rules requiring the review of Concussion Awareness Resources and Concussion Code of Conduct came into effect on July 1, 2019.  The rules for removal from sport and return to sport protocols are expected to be in place by July 1, 2020
                             
What Does this Mean for You? 

Starting this season, participants will be required to review the Concussion Awareness Resources, sign the Acknowledgment Form and submit same to their respective Minor Hockey Association prior to them playing in the first game (and that includes any tryout games!).  Applicable age appropriate Concussion Awareness Resources and Acknowledgment Form can be found under the “Concussions Education and Protocol” Tab on the website. All Acknowledgment Forms can be submitted to your coach and they will make sure same gets delivered to Hockey Operations.  For those of you who have children trying out for a Rep Team, please make sure to bring your Acknowledgment Form with you to tryouts and submit it to the coach! 

Moving forward, all registrants on an annual basis must complete the review of information and acknowledgement on or before registration.  And all team officials registered will be required to complete the review of information and acknowledgment prior to August 30th of that current year.
